Scott Blankenship, City Manager

Scott Blankenship was appointed City Manager on June 22, 2015 and he and his wife Cathy reside in Umatilla.

Scott is a 4th generation Floridian and was born and raised in the Central Florida area. After serving for 5 years in the United States Air Force, he completed his Bachelor of Arts at the University of Central Florida and his MBA from Kellogg Graduate School of Management at Northwestern University.

Scott has both public and private sector professional experience brings a private sector approach to local government. He also volunteers throughout Lake County and is the former Chairman of the Board of Trustees at Lake Sumter State College and Past President of the Educational Foundation of Lake County. Scott obtained his ICMA Certified Manager designation in 2020.

Duties & Responsibilities

  • Direct and supervise the administration of all City Departments
  • Attend all City Council meetings
  • Assure that all laws, provisions of the City Charter, and acts of City Council are executed
  • Submit annual budget to the City Council
  • Report to City Council on operations of the city
  • Perform duties as specified in the City Charter
  • Negotiate and sign contracts as authorized by the City Council
  • Manage and control the city utilities
  • Manage and supervise public improvements, works, and undertakings of the city
  • Enforce laws, ordinances, and resolutions
